Water

In many cases, you will receive your water through your city government. That is not always the case, however. Some people in Iowa receive their water through private companies. The Iowa Utilities Board regulates one investor-owned water utility: the Iowa-American Water Company in Davenport.

For more information on water service providers and the rules that apply to them, see Iowa Legal Aid’s page Water Service Shutoffs.

Help paying your water bill

If you are having trouble paying your water bill, reach out to your local Community Action Agency to find out if they can connect you with assistance. A recently created federal program, known as the Low-Income Household Water Assistance program (LIHWAP), can help low-income applicants pay water bills. The program is similar to LIHEAP, which is discussed on our Gas and Electric page.

LIHWAP is scheduled to run through September 30, 2023 or until the funds for the program have run out. You can apply for this program through your local Community Action Agency.
